Our Partners, Mr Justin Chia and Mr Kok Yee Keong, conducted a 2-hour CPD workshop on “MCST Legal Issues” for the Association of Strata Managers (ASM) on 28 April 2025, which was attended by 60 participants.
The programme included training on the MCST’s legal options for recovery of contributions arrears (for maintenance funds and sinking fund), such as lodging MC Charge over the unit and the MCST’s power of forced sale of the unit, as well as commencing court action to obtain court judgment and subsequent enforcement steps such as garnishee, seizure and sale, examination of judgment debtor, and winding-up and bankruptcy.
The training also covered common issues faced by MCST such as unauthorised installation of devices or structures in, around or outside the units, as well as enforcement against breaches of by-laws.
Many queries were raised during the Q&A session, and it is hoped that the participants have learnt practical tips and legal knowledge in handling strata issues.
The Association of Strata Managers (ASM) is a national association that protects the rights and safeguards the interests of Management Corporation Strata Title (MCST) managing agents in Singapore.
