Justin is an experienced construction lawyer and has advised clients on all aspects of construction law.

He has appeared at the highest levels of the Singapore Courts, having argued the landmark case of Audi Construction Pte Ltd v Kian Hiap Construction Pte Ltd [2018] SGCA 4 before the Court of Appeal. Audi Construction considered major issues relating to adjudication proceedings under the SOP Act, and has been cited in at least ten other judgments in the High Court and Court of Appeal within two years of its judgment.

Justin is very familiar with the adjudication process under the SOP Act, having acted for clients in over 50 adjudications. He regularly gives talks and writes articles on issues relating to the SOP Act.

Additionally, Justin has acted for various construction companies in litigation at all levels of the Singapore Court. This included successfully defending an action in a construction trial spanning 4 years and cumulated in an appeal before the High Court: G-Art Design & Build Pte Ltd v Hong Xu International Construction Pte Ltd [2017] SGDC 37, and obtaining a domestic mareva injunction on behalf of his client to prevent a co-guarantor to a insurance bond from dissipating Singapore assets.

On the front end, Justin regularly advises clients on a wide variety of construction projects and standard forms construction contracts, including the SIA Conditions of Contract, PSSCOC, REDAS Conditions and FIDIC Contract. Notable matters include advising:

  • An MNC on their contractual responsibilities in providing EPCM services for a project to build a new biofuel production plant for a project in excess of 1 billion euros
  • An MNC in relation to a design and build FIDIC Contract (Red Book) in relation to a project to build a data centre in Singapore
  • A Singapore statutory board in modifying the PSSCOC for Construction Works 2014 in relation to various construction contracts and consultants’ contract.

Justin is a member of the Society of Construction Law (Singapore). He has contributed articles to the SAL Practitioner, Society of Construction Law (Singapore) and Singapore Law Blog on various aspects of construction law.
